Nearest I can figure is that when the profile is being created on first login, it needs access to certain file stored under the Administrator folder. granted them permission to open as an Admin, everything would clear up almost immediately.

If a user experienced any (usually all) of those issues, if I went into the Users folder and opened the Administrator folder just ONCE and, With these parameters in mind, I narrowed the problem down to the access permissions to the Administrator folder under C:\Users. Anybody that had already been signed on to the PC prior to the update, as well as domain admins, did not experience any issues.
